Institutional instruments for urban systems design—from the planner's perspective

Abstract This final chapter discusses institutional instruments for urban systems design including the innovations in zoning and infrastructures and the emergence of area management that are essential for a smooth transformation of existing urban environments to smart communities in the IoT era. After some general discussions about zoning and infrastructures, Nishiki 2 Low-Carbon Community Development Project in Nagoya City Japan is introduced as an experimental case of area management in an existing urban environment that can be transformed to a smart low-carbon smart community. This chapter is written within the Japanese institutional context.
