Поля Эталонных Проблем в Динамике Взаимоотношений Корпораций и Государства (Fields of Reference Challenges in the Dynamics of the Relationship of Corporations and the State)

Russian Abstract: Востребованность данного исследования обусловлена интересом к регулярно обнаруживаемым самовоспроизводящимся и само подобным социально-экономическим структурам и процессам, которые пунктиром проходят сквозь всю историю сложных взаимоотношений государственных органов власти и разнообразных корпораций. Смены экономических и социальных парадигм – значимые события для всех корпораций, присутствующих в конкретном социуме. Эти волны смен вызваны новыми технологиями, которые позволяют либо улучшить традиционно существующие процессы и обеспечивающие их инфраструктуры, либо определяют своевременность и закономерность принятия решений о переходе на качественно новый уровень управления/производства/распределения. Актуальность статьи обусловлена тем, что по ключевым вопросам природы этого сложного явления есть много теорий, но среди широкого спектра разнообразных экономических школ, от приветствующих государственный контроль и прямое вмешательство в хозяйственную жизнь до категорически отрицающих такое вмешательство или призывающих корпорации активно влиять на целеполагание и дела государства, нет целостного единства представлений о формальных и неформальных, количественных и качественных правилах и законах, динамике и эталонной проблематике его функционирования. Цель исследования - выявление базовых теоретических основ явления, его основных системообразующих элементов и связей, оказывающих влияние на целостное развитие конкретной экономики, конкретного социума и составляющих его конкретных корпораций. Исследовательский вопрос, обсуждаемый в статье сформулирован так: «Можно ли континуально описать поля эталонных проблем в динамике взаимоотношений корпораций, в частности бизнес-корпораций, и государства?» Практическая значимость статьи - разработка инструментария для описания экономических ситуаций и для методологического обеспечения процессов стратегирования и сценарирования. English Abstract: The relevance of this study is due to the interest in regularly discovered self-replicating and similar socio-economic structures and processes that dotted through the entire history of complex relationships between government agencies and various corporations. Changes in economic and social paradigms are significant events for all corporations present in a particular society. These waves of shifts are caused by new technologies, which allow us to either improve traditionally existing processes and the infrastructures that provide them, or determine the timeliness and regularity of decision-making on transition to a qualitatively new level of management / production / distribution. The relevance of the article is due to the fact that there are many theories on the key issues of the nature of this complex phenomenon, but among a wide range of diverse economic schools, from welcoming state control and direct intervention in economic life to categorically denying such intervention or calling corporations to actively influence goal setting and state affairs , there is no complete unity of ideas about formal and informal, quantitative and qualitative rules and laws, dynamics and reference problems ke its functioning. The purpose of the study is to identify the basic theoretical foundations of the phenomenon, its main system-forming elements and relationships that influence the holistic development of a particular economy, a specific society and specific corporations that comprise it. The research question discussed in the article is formulated as follows: “Is it possible to continually describe the fields of reference problems in the dynamics of relations between corporations, in particular business corporations, and the state?” The practical significance of the article is the development of tools for describing economic situations and for methodological support of the processes of strategizing and scripting.
