Economic stimulation of agro-food waste recycling in the neo-industrial economy

The paper presents problems and prospects of the state economic stimulation of deep raw materials processing and waste recycling in the agro-food sector of Russia in comparison with the EU experience. The necessity for a clear distinction in the law and in the statistical accounting categories of «waste», «co-products» and «secondary resources» is considered. As shown by the official statistics data analysis for the 2005-2015 period, the most acute problems of waste disposal are in the food industry. The volume of food waste per head of population in Russia is much higher than in EU countries, and the proportion used and neutralized waste does not reach the average level of all activities in the Russian Federation. It is proposed to develop a roadmap for agriculture transition encouraging on the principles of neo-industrial, circular economy model, in which the waste is considered as a valuable resource. The economic stimulation for energy and non-energy waste usage is recommended to be carried out by: the establishment of primary and secondary resources price parity; budget subsidies and tax preferences with the ban introduction of co-products and secondary resources in agricultural and food production. The experience in economic stimulus for bioenergy villages organizing in EU countries, relevant for the usage in Russia, is considered.
