The World Health Organization (WHO) estimates that more than 1 billion people live with some degree of health impairment and compromised functionality (disabilities) that restrict and limit their activity and participation in the events of daily life. This number is likely to be doubled by 2030 due to aging populations and debilitating non-communicable diseases and continuing demographic and epidemiological transition [1]. People with blindness and visual impairments comprise a significant proportion of this population; they often suffer from a lack of access to services and opportunities and live a compromised quality of life.
